Boil the potatoes in salted water for about 20 minutes, they don't have to be cooked at all. Leave to cool. It cleans.
Finely chop the onion and fry in oil, then add the meat and fry well. At the end, put the broth and season to taste.
Beat the eggs well, then add the cream and beat again.
In a pan greased with oil put a layer of potato slices, put slices of tomatoes and greens, if desired (dill or parsley). Then add the meat and another layer of potatoes.
Pour the cream on top and put in the oven until golden on top.
